A "Negative" unclaimed property report, also referred to as a "Zero" or "None" report in some states, is an annual report submission made by a Holder even though the Holder is not reporting or remitting any unclaimed property for that report year. Presently, 23 states require a Negative report be submitted each year. A total of 11 states require $0/Negative reports for all Holders, and 12 states require a $0/Negative report be submitted when the Holder meets certain conditions. In the remaining states, submitting a negative report is not required but may be recommended and accepted by the state. A Negative report submission serves as a confirmation that the Holder has reviewed their books and records for unclaimed property, but did not identify any for that report year.
